Piracy Prevention. China Coast.

We have the honour to enclose copy of letter of introduction

of the 4th February handed by the Hongkong Government to Mr. R.

Sutherland which is self-explanatory, and a further communication

of 28th January from Commodore R. Hill R.N. Chairman of the Anti

Piracy Committee functioning at Hongkong.

Since his arrival in England Mr. Sutherland has been able to

perfect his device and is now anxious to have an opportunity of

showing it to the proper Authorities. With this object in view

we write to enquire when you will be good enough to grant him an

interview.

Mr. Sutherland has for some years been in close touch with the

position of affairs in connection with Piracy in Chinese Waters,

and is thoroughly familiar with the problem involved.
